Jeff St. Louis
Co-Founder
Jeff St. Louis is a visionary leader at the helm of Native Purchasing Group, a pioneering Group Purchasing Consortium exclusively dedicated to serving Native American Tribes. With a deep commitment to empowering indigenous communities, Jeff brings extensive experience in business management and a passion for fostering economic growth and sustainability. With numerous years as an entrepreneur combined with his work in the medical field for top medical companies such as Johnson& Johnson & Astra Zeneca, Jeff’s experience is a perfect transition to both Native Tribal Health & Native Tribal Organizations.
As CEO, Jeff oversees all aspects of Native Purchasing Group’s operations, from strategic planning to client relations. Under his guidance, the consortium has flourished, providing tribes with unparalleled access to cost-saving procurement solutions tailored to their unique needs and cultural sensitivities.
Jeff’s dedication to innovation and inclusivity drives him to constantly seek out new opportunities to expand the consortium’s reach and impact. He collaborates closely with tribal leaders, suppliers, and industry experts to develop innovative strategies that drive sustainable development and economic prosperity within Native American communities.

Building on the success and growing reach of Native Purchasing Group, Jeff is proud to introduce in collaboration with Mr. Tom Siepka, CEO of HCI Healthcare Consultants,
Tribal Procurement Partners (TPP), a new, Native-owned initiative dedicated to expanding purchasing power and economic opportunity across tribal pharmacies and health systems. TPP was created to bring tribes together under one unified purchasing platform, allowing members to access greater savings, leverage shared resources, and strengthen self-determination through collective buying. Guided by the same mission and values that define Native Purchasing Group, TPP represents the next step in empowering tribal organizations to do more together — efficiently, strategically, and with sovereignty at the forefront.
Thomas J. Siepka
Co-Founder
Thomas J. Siepka is the founder, and President and CEO of HCI Healthcare Consultants, a consulting firm built by seasoned healthcare leaders dedicated to helping organizations enhance their services and programs. Bringing years of industry-leading expertise to guide organizations achieving their strategic objectives. The healthcare consulting firm provides extensive clinical, programmatic, and regulatory knowledge and insight to an array of organizations nationally.
Mr. Siepka has over 25 years of experience working at hospitals and acute health systems, which includes serving as a Chief Pharmacy Officer for two nationally recognized academic medical centers. GPO experience includes being a member of Health Trust Pharmacy Board and Vizient’s Pharmacy Executive Council. Most recently, Mr. Siepka has provided oversight and executive support in the development of a pharmacy organization servicing federally qualified health centers nationally. Mr. Siepka’s experience includes inpatient and outpatient clinical and operational program development, ambulatory programs, pharmacy supply chain and logistics, retail pharmacy and specialty pharmacy development, development and building out of central service centers, as well as pharmacy benefit management.
